Medical Insurance - 31 day rule for changes:
You cannot change your medical insurance coverage after your open enrollment closes. The only time you can change is if there is a change in your status, or your dependents' status - as in you get married, you have children, you get laid-off, etc.
However, remember to make the changes within a 31 day period, or else you cannot make the change. Also, you must have documentation to back your change - you may need to show it if required.
